Background: Amtrak’s East River Tunnel Rehab Project is a critical state-of-good-repair investment and a $1.6 billion investment for New York State. It will fully renew two of the four century-old tubes beneath the East River – essential infrastructure for Amtrak, LIRR, and NJ TRANSIT service. Though the two tunnels remained structurally sound and safe following Superstorm Sandy, they continue to suffer system failures and degradation, and now require full reconstruction of power, signal, track, and structural systems to ensure long-term reliability.
